MAYOR’S MONTHLY REPORT
DECEMBER 2006
TRAFFIC CONTROL: The MPD issued a total of 184 traffic citations, this being 121 less than same time last year. The MPD made 17 arrests for DUI, this being 4 more than same time last year. Radar citations totaled 36, this being 103 less than same time last year. The MPD handled a total of 107 traffic accidents, this being 11 less than same time last year. There were 39 property damage accidents, 22 injury accidents and 39 that occurred on private property. There was 1 fatal accident. Of the above accidents there were 18 hit-skip accidents and there were 8 accidents that occurred as a direct result of alcohol and/or drugs. There were no motorcycle, no bicycle and 2 pedestrian accidents. The MPD investigated 8 accidents involving juveniles. Two accidents involved City vehicles. There were 88 motor vehicles towed by the MPD, this being 19 more than same time last year. Of the above tows, 48 vehicles were towed from traffic accidents, 4 for traffic offenses of some type, 16 as a direct result of an arrest, 18 for parking violations and 2 stolen/recovered vehicles were towed. The traffic officer wrote 16 parking citations. The traffic officer mailed 4 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 4 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 3 motor vehicles. The traffic officer issued or acted upon 22 notices (48/72 hour and/or 10/20 day notices). Further, the traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to owners. As of the last day of the month, there were 55 motor vehicles sitting upon the Police Impound Lots. Of the 55 vehicles several are waiting for court order to dispose them. ENGINEERING: ANNEXATION: Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006. Hearing of August 16, 2006 was canceled by County Commissioners. Owner intends to re-file under a different name. Cottrill Annexation: Filed June 27, 2006. Approved by Commissioners on September 7, 2006. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The current estimate for this project is $3.5 million. Awaiting for final close out of existing project. Received the Stage 2 submittal. Once review is completed a meeting will be set with the consultant to review comments in early February. At this point, if the project comes in under the estimate, no monies will be spent by the County and City. This project is expected to be bid in October 2007 and begin construction in early spring 2008. Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. City and County resurfacing done in October 21, 2006. US 30 Bridge Project: Working with ODOT and Massillon Park Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approved maintenance or traffic plan. Ruhlin selected as contractor, scheduled to start work on September 5, 2006. 2006 Bridge Inspections: Completed in December of 2006 by Hammontree & Associates and reports have been forwarded to ODOT. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: Awaiting contractor to finish several items and punch list items. City is investigating odor control solutions. Investigating fixing more piping. Tertiary/UV still not on line. Sent correspondence for items to meet specifications.

No. 1 Fire Station: Bids were opened September 26, 2006. The apparent low bidder is Martindale Foundation Systems, Inc. with a bid of $57,300.00. COMMUNITY DEVELOPMENT: 1. The City began planning for the upcoming FY2007 Community Development Block Grant (CDBG) Program Year, which will begin July 1. Application information was posted on the City’s website, notices were sent to local organizations and a CDBG application workshop was held on December 14th. At this point, Congress has not yet passed a HUD Budget for FY2007, so the City does not have its upcoming entitlement amount. However, HUD officials have recommended that local governments plan for a small funding decrease. The city will take proposals for FY2007 CDBG funding through January 31st. Then a preliminary budget will be prepared and submitted for review by City Council. A public hearing on the proposed budget will be held and the final application must be submitted to HUD by May 15th. 2. The City had a monitoring visit from the HUD Environmental Officer who reviewed the City’s compliance with Federal environmental regulations in the administration of its HUD-funded programs. This visit did not result in any findings and the City was complemented for its excellent compliance with environmental review requirements HUD did provide the City with technical assistance and recommended some additional procedures to be implemented. 3. The City amended the existing enterprise zone agreements with Kendel Welding and Integrity Crane Services to correct minor technical issues. In addition, the City completed its annual revenue sharing payments with Massillon and Perry schools 4. The Planning Commission reviewed rezoning requests: 1) for a proposed Rite Aid Drug Store at Wales/Hills & Dales Roads; 2) for a proposed villa-style condominium development at Hankins/Valarie; and 3) the Cottrill Annexation area.
HOUSING: The Department received approximately 70 calls regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. One questionable listing was investigated for possible discrimination with no evidence of discrimination discovered. I participated in a Community Building Partnership (CBP) of Stark County Operating Committee meeting. We reviewed the budget, program updates, LISC grant to CBP, upcoming events and the Consulting Director’s contract for the new year. Through CBP’s support to local community development organizations in Stark County, housing is provided to low and moderate income residents. I participated in a House and Properties (H&P) Committee meeting of the Western Stark County Medical Clinic (WSCMS). The Committee continues to explore possible sites for relocation but the Clinic may have to remain where it is for a period up to one additional year. I participated in the Stark County Housing Task Force meeting. Discussed at the meeting were reports regarding the Homeless Collaborative, Interagency Council on Homelessness and HUD/Stark Metropolitan Housing Authority. The guest speaker was Vanessa Randolph from Fannie Mae Northern Ohio Community Business Center in Cleveland. She gave an excellent presentation regarding homeownership and foreclosure prevention. I attended a CDBG workshop conducted by Community Development Director, Aane Aaby, for agencies interested in applying for project funding. General information was provided regarding procedures to several organizations in attendance. I participated in a Family Economic Success meeting. This was another brainstorming and planning session to discuss preparations for the tax season and also funding. We also discussed goals and objectives of the coalition. Our office continues to provide the information to eligible households. The free income tax preparation for low-income families, as well as predatory lending information, is a valuable service. One wheelchair ramp was installed through the cooperation of The United Way of Greater Stark County. One project is pending due to the weather and the retirement of the staff person from United Way, who was responsible for the program. Two applications were accepted to participate in the Home Buyer’s Assistance Program and the rehabilitation portion for one project was completed. Three applications were accepted for the Emergency Housing Rehabilitation Program, four projects were completed, three projects were bid and four contracts were signed. After conducting pre-construction meetings, two contracts were signed for the full Housing Rehabilitation Program. A write up was requested for one new project and one project is progressing. The Department assisted 50 families during the year; 45 with housing rehabilitation; 5 first time home buyers. Even though the Department accepted numerous applications, some families were more suitable for Massillon Homes, some of the homes being purchased didn’t meet HUD’s standard, so were not eligible for HOME funds. Whenever possible, we assist those families through the Emergency Housing Rehabilitation Program. The office also provided counseling and assistance in helping 6 applicants find good lending products who couldn’t qualify for financial assistance due to a requirement concerning appraisals. The numbers for assistance are less than we like, but through various ways, the City is providing assistance to many low-to-moderate homebuyers in the community.

SAFETY: In regards to our traffic lights in the City: Our Department replaced numerous lights that were burned out and we worked on traffic controllers or flashers throughout the entire City. We worked on wiring jobs in the Rec Center, the Senior Center and City Hall. We worked on wiring problems at the City Garage. We worked on wiring at Rezzy Fest and the Christmas lights.
SEWER/WASTE COLLECTIONS: Our new customers numbered 33 and we had 17 customers whose service was
: discontinued. We picked up extra items for customers at 93 locations at an additional cost of $977.00. We had 3 dumpsters placed on a temporary basis. INCOME TAX: Income Tax collections were up 30.4% from this time last year. The total Income Tax Revenue for the entire year 2006 was up 3.04% from 2005. Revenue in December was exceptionally high due to several business tax returns. At the end of November our revenue was up only 1.26% from last year. Physician referrals were sent home as necessary. Miscellaneous: Mrs. Miller attended Help Me Grow Team Leaders monthly meeting; Mrs. Mead attended an all day review of the BCMH (Bureau For Children With Medical Handicaps) program; Mrs. Miller attended the area Epidemiology Committee meeting; One afternoon flu clinic was held at the Health Department.
GOLF COURSE: Golf Revenue: Golf revenues were $23,895.00 representing an increase of 61% over last season. For the year golf revenues increased 2.24% to $927,164.00. We finished the season strong. Our holiday gift certificate business was up 52% and membership fees doubled from last year. I believe both of these figures are the direct result of the golf course improvements this year. Golf Course: All of our important fall maintenance work was completed. This winter their focus will now be turned to the critical inside work on equipment maintenance. Comments: Our staff is firmly committed toward continuing improvement in the golf experience. During the month of January we plan to review 2006 and establish goals and an action plan for 2007. We feel we have taken some very important strides this year. There was tremendous improvement in the golf course and we established some much needed consistency that should help us further build our business this year. We look forward to a very challenging and exciting new season.
SENIOR CENTER: Chorus sang at The Oaks at Shady Lawn and had their Christmas party. Gifts sent to Salvation Army; Volunteers visited Catholic Charities Day Care Center. Played games and provided Christmas cookies; Van trip in the evening to see Christmas lights; Movie “Jack Frost” shown-cookies and hot chocolate served afterwards; Volunteers covered new books at the library; VISTA volunteers programmed computers for tax assistance in February; Volunteer hours for November – 930; Volunteer hours for December – 937. Director: Attended a SARTA Board meeting.
EEO: This office received 4 calls and 2 visits from citizens seeking employment information relative to City jobs and/or jobs with the Massillon School System. I was able to assist these individuals through the efforts of Rick Gatien in Civil Service and also through sources and contacts at the Stark County MRDD and Massillon Cable T.V., whom notify this office regularly about job openings in their areas. An EEO issue was brought to the attention of the Civil Service Commission. The issue involved the seniority status and a potential seniority credit grading error on Tammy Wagner’s test results for the Fire Captain’s position. After investigation and conference with the Law Department, it was determined that the grading error would be rectified and Tammy Wagner would be rewarded with 4 additional years for seniority purposes. The result was the repositioning of the candidate up the certification list from No. 10 to No. 7. The office intends to become more involved with the aspects of minimum wage laws and compliance to Affirmative Action Policies and Laws in regard to contractors working on City projects in the upcoming year.
