MAYOR’S MONTHLY REPORT
NOVEMBER 2007
TRAFFIC CONTROL: The MPD issued a total of 144 traffic citations, this being 156 less than same time last year. The MPD made 13 arrests for DUI, this being 3 more than same time last year. Radar citations totaled 12, this being 128 less than same time last year. The MPD handled a total of 104 traffic accidents, this being 5 more than same time last year. There were 61 property damage accidents, 15 injury accidents, 29 accidents that occurred on private property and no fatal accidents. Of the above accidents there were 12 hit-skip accidents, there were 2 accidents that occurred as a direct result of alcohol and/or drugs. There was 1 pedestrian and no bicycle accidents. There were no motorcycle accidents. The MPD investigated 9 accidents involving a juvenile that resulted in 1 injury. There were 85 motor vehicles towed by the MPD, this being 15 more than same time last year. Of the above tows, 42 vehicles were towed from traffic accidents, 8 for traffic offenses of some type, 14 as a direct result of an arrest, 19 for parking violations and there were no stolen/recovered vehicles and 1 misc. tow. The traffic officer issued 11 parking citations. The traffic officer was able to mail 4 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 3 titled searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 3 motor vehicles. The traffic officer issued or acted upon 8 notices (48/72 hour and/or 10/20 day notices). Further, the traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The last day of the month there were 35 motor vehicles sitting upon the Police Impound Lots. Of the 35 vehicles several are waiting for court order to dispose of them. METERMAID: Total number of tickets issued 158; By parking enforcement 132; By police officers 10; Towed vehicles with tickets 16; Outstanding tickets 331. Total number of PAID violations 117; Number of parking permits issued 180 (55 to courts not included). ENGINEERING: ANNEXATION: Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006. Hearing date of August 16, 2006 was canceled by County Commissioners. Remainder of property sold at auction in October 2007. Prophecy Massillon Annexation: Filed at County on September 6, 2007. Hearing date November 29, 2007. Approved by Stark County Commissioners. Revised to account for Navarre’s annexation of the County Farm. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. It is intended to bid this project in the fall of 2007 and to have a contractor begin work early 2008. The requested federal earmark for this project was denied. A new request was filed through Congressman Regula’s office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured. Awaiting permit approval from Norfolk Southern & RJ Korman Railroads. AT&T intends to begin their relocation work at the end of November. Erie Street Bridge: A pre-bid meeting took place on August 30, 2007. Project was bid out fall of 2007. The current estimate is 1.8 million. Keffler Construction of Canfield, OH was awarded the contract. Work will commence in January 2008 and is to be completed by October 2008. The bridge will be re-decked and widened to 3 lanes and a sidewalk will be added. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. US 30 Bridge Project: Ruhlin SEWERS: 2000 WWT Plant Upgrade & Expansion: City is investigating odor control solutions. Investigating fixing more piping. Tertiary filters still not on line. Sent correspondence for items to meet specifications. Sent letter for denial of claim response. The Law Director has entered into contract on behalf of the City with the law firm Bricker & Eckler LLP to deal with the change orders submitted by Kokosing and also remaining items to complete the contract. A draft of the odor control study has been completed and is under review. South Massillon Sanitary Sewer Extension: Designed by Hettler/Largent Engineering. PTI was approved by the Ohio EPA. Easements obtained from property owners and plat has been recorded. Project was bid with the opening on November 7, 2007. Beheler Excavating, Inc. was awarded the contract. Harsh Ave. S.E. Sanitary Sewer Relocation: Bitzel Excavating, Inc. awarded contract. Their bid was $98,600.00. Began construction June 28, 2007, 100% completed and finishing punch list items. Retest sewer that failed after November 5, 2007. Retested sewer November 13, 2007 and passed. Sanitary Rate Study: URS Corp. has been retained to complete a sanitary sewer rate study for residential/commercial and industrial users. A draft report has been submitted and is under review. STREETS: Cherry Road N.W. Improvements: Shelly Company low bidder, awarded the contract. Started grinding week of September 24, 2007 and 100% completed. In the process of compiling punch list items. 27th Street Widening: Bid opening May 17, 2006. Shelly Company awarded contract. 100% completed. Majority of punch list items completed. SR 241-9.79 Resurfacing: Plans 100% completed. Wales Rd./SR 241 Rehabilitation: The funding request from SCATS for engineering was denied and we will be re-evaluating the scope of the project. The new project scope will be to improve the intersections of Lake/Wales and Hankins/Wales. Also included are the intersections of Erie/Tremont and Jackson (27th)/Lincoln Way East. URS has been selected as the consultant and we are currently negotiating a contract. Waiting for ODOT comments regarding the proposal from URS. 2007 Street Resurfacing: Bid opening September 14, 2007. Superior Paving low bidder. Expect to begin week of October 28, 2007. Consultant is currently studying intersections. Report received. Summary memo sent to Administration with copy to Street Committee. Applied and received 2006 grant for intersection. Quarterly report submitted. Sent signed copy of contract to Governor’s Department of Highway Safety. Consultant 100% completed with study. 100% completed. Received ODOT funding. Intersections for which funding was received will be improved in 2008 with the Wales Road Rehabilitation Project. Various Parking Lot Repairs: Reviewing the following parking lots: Tremont/Erie; Conrad parking lot. 151 Lincoln Way East Improvements: Bid opening October 5, 2006. Bid received was more than 10% over the engineer’s estimate; therefore, this project will be re-bid in the spring. Project re-bid in June 2007. Bids were opened June 28, 2007 with Lockhart Development the apparent low bidder with a bid of $74,397.35. SR 241/Tremont Intersection Improvements: ODOT approved grant. To be constructed in 2008. 27th/Lindoln Way East Intersection Improvements: ODOT approved grant. To be constructed in 2008. Ohio Utility Protection/Safety Committee: Next meeting date has not been set. SWMP: Submitted revisions Storm Water Management Plan (SWMP) per DEFA request. Awaiting comments. Storm Water Report: Annual NPDES Phase II storm water report was submitted to the Ohio EPA on March 20, 2007. Fixed Asset Report: Updating the Auditor’s data base concerning City owned and
maintained infrastructure. Data was forwarded to Auditor in July 2007. Storm Water Mapping: 89% completed. SE drawings completed/SD drawings. Sanitary Sewer Mapping: 89% completed. SE drawings completed/SD drawings. Permits and GIS are being added to the database and are 15% completed. SRTS Funding: Submitted a letter of interest to ODOT for Massillon City Schools for funding to develop a safe route to school plan for the district. Submitted an application requesting funds to develop a SRTS plan. GIS: Completed. Transferring items to ESRI. Keuper Storm Sewer: Relocation design is completed. Submitted to OPWC in September for funding. Project estimate is $335,000.00. Erie Street (SR 241): Paving 100% completed. ODOT in process of closing out project. Duncan Plaza: Scassa Asphalt began week of September 24, 2007 placing a brick street print where brick pavers were. Project completed. Augusta Lakes Drainage: Survey completed.
COMMUNITY DEVELOPMENT: 1. The CD Department is working with the Mayor on a variety of economic development projects, both large and small. These projects include Shearer’s Foods/Prophesy Massillon Annexation (former Fleming Foods facility), Patent Health LLD/Universal Syndications (former Republic Steel Corporate Office building), Bill Hawk, Inc., Cold-Headed Fasteners, M&K Supermarket gasoline pumps, Donna Williams Insurance and Total Production/Erie Street Leather. 2. The CD Director attended a workshop sponsored by the Bureau of the Census regarding the Local Update of Census Addresses (LUCA) Program in preparation for the upcoming 2010 Census. Under this program, the City will be given the opportunity to work with the Census Bureau to help make their address list for Massillon as accurate as possible. 3. The City is beginning the application process for its FY2008 Community Development Block Grant (CDBG) Program, which will begin next July 1st. However, as of yet, congress has yet to pass a HUD appropriation bill, so the amount of the City’s block grant entitlement for 2008 is not known at this time. 4. The CD Department reviewed site plans for a new parking lot for St. Barbara’s Catholic Church. 5. The CD Director attended meetings of the Stark County Intergovernmental Council on Homelessness, the Massillon Public Library Board of Trustees and the Stark County GIS (Geographic Information Systems) Workshop.
HOUSING: The Department received approximately 70 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. There is one Housing Discrimination Complaint pending with the Ohio Civil Rights Commission. The Stark County Housing Task Force Planning Commission met to discuss the agenda for the regular meeting and the issue of foreclosures in Stark County. Doug Shelby, from the Cleveland office of HUD, was present. He provided us with information on HUD programs to assist with the problem. I also attended a meeting of the Save Our Homes (SOH) Coalition. A HUD representative was present. He informed us about some of the efforts in the Cleveland area. The Task Force and this group are now working together to organize efforts to inform consumers about resources available to assist with this problem. I participated in a meeting with regional management of the Yorkview Apartments in order to discuss ongoing tenant/landlord issues at Yorkview. Overall, the meeting was productive. Lines of communication have increased between tenants and the regional office. For many years, Yorkview has had tenant/landlord relation problems which have resulted in numerous calls to our office. Hopefully, we will see better relations between management and tenants. I participated in a
Walnut Hills Residents Association meeting. Upcoming activities for the organization were discussed which included fund raising, community policing and 2008 membership. Also, discussed at the meeting were their plans for Christmas which include helping less fortunate families. I participated in the Stark County Housing Task Force meeting. Discussed at the meeting were reports regarding the Homeless Collaborative, Interagency Council and HUD/SMHA. We also discussed issues related to foreclosure prevention. The Chairman of the Save Our Homes Coalition updated us on the efforts of the group. I participated in the Western Stark Medical Clinic Board of Director’s meeting. The Director reported on activities and highlights. Other committees also reported. The budget for 2008 was presented and approved. I participated in Community Building Partnership (CBP) Operating Support Program applications review. On site visits were conducted over a two-day period in order to determine assistance to be provided to non-profit community development organizations. The site visits went very well. One of the most productive and well run agencies, A Better Community Development (ABCD), is the non-profit affiliated with NRP on the new homes constructed and under construction in Massillon. I participated in a Family Economic Success (FES) meeting. Discussed at the meeting were results of a previous planning session which focused on goals and objectives for the new tax year. The coalition continues to inform low-income families about the upcoming tax preparation season and other financial information. Our office provides information to clients about this valuable program. We encourage them to use FES’ services instead of a higher costing option to file their taxes. I participated in an AHEAD Board meeting. After discussing the general operation and updates of the organization, we discussed financial reports, the Director’s report, after school programs and grants. This agency continues to offer a valuable support service to Massillon City School students. Three applications were accepted for the Emergency Housing Rehabilitation Program. One contract was signed, two projects were completed and two are progressing. Four projects were bid and inspections were requested for two new projects. One contract was signed for the full Housing Rehabilitation Program after conducting the pre-construction meeting with the client. One application was approved to participate in the program, two projects are progressing and one was completed. One Home Buyer’s Assistance applicant was approved to participate in the program. The rehabilitation portion on one was bid and one project was completed.

STREETS: Cold Mix: 7.00 Tons; Salt: 382.03 Tons; H.P.M.: 3 Tons. Swept streets through entire city; Continued leaf pick up: 131 dump truck loads and 36 packer loads of bagged leaves; Patch pot holes in streets throughout entire City; Repaired catch basins throughout entire City; Dropped off 32 barricades downtown for Holiday Parade and 70 No Parking signs were posted on 11/16/07; Posted No Parking signs on 1st St. S.E. at Museum for school bus parking 11/19/07; Ice build-up salted 1300 block of Cherry Rd. N.W.; Filled pot holes with gravel in alleys where needed. The following catch basins were repaired: Northeast corner of Charles and 2nd St, S.E. – single – finished; Northwest corner of Andrew and 9th St. N.E. – single – finished; 464 Standish N.W. – single – finished.
SEWER/WASTE COLLECTIONS: Our new customers numbered 32 and we had 20 customers whose service was discontinued. We picked up extra items for customers at 127 locations at an additional cost of $2,042.00. We had 4 dumpsters placed on a temporary basis. Greg Babcock has completed the specs for a new waste packer. We will hopefully be asking for bids soon. If funds allow, we may ask for 2 packers. INCOME TAX: Income Tax collections were down 8.21% from same time last year. Year to date, our income tax collections are up .94%. As always, these figures have been balance with the records in the Auditor’s Office. Employee withholdings were down &% and business profits were down 56%. Taxes received from individuals were up 5%.

Immunization Clinics: Attended 67; Immunizations Administered 124. Hypertension Screening: Attended 14; Referred for Follow-Up 0. Community Nursing: Field Visits 47; Auxiliary Visits 379. School Visits: Parochial 0; Public 0. Miscellaneous: Flu Clinics were held at Friendship Village, Lincoln Apts. And Amherst Meadows for the residents of those facilities. Two mass clinics were also held at the Massillon Rec. Center. A total of flu immunizations will be available at the year end; The nurses assisted the Canton Health Department at a flu clinic at Mayfield Center; Children’s flu clinics were held by appointment at the Health Department nursing office; An educational presentation was given for the employees at the Massillon YMCA on the topic of MRSA and the prevention of this infection; The BCBM nurse rep. for northeast Ohio conducted a site visit; Other committee meetings were attended throughout the month related to preparedness and grants.
EEO: The employment picture for our City full time workforces exhibits a great deal of change over the past year. The City experienced the loss of nine (9) employees due to retirement and six (6) others due to other factors of attrition. The Administration has approved New Hire Requests for a total of twenty-two (22) employees. The diversity of these new employees reflect that fifteen (15) are while males (68%), five (5) white females (23%) and two (2) black males (9%). SENIOR CENTER: Senior Center: Chorus entertained at Chapel Hill and at the monthly meeting with a skit entitled, “What Not to Wear to Thanksgiving Dinner”; New card game begins each Monday; Men put up four (4) Christmas trees and volunteers decorated the Center; Thanksgiving breakfast held in dinning room for lunch participants; Volunteers and staff recertified in CPR and AED; Center van in Holiday Parade; Volunteers visit Catholic Charities clients; Donated lap robes to ASCERAcare. Volunteer Hours: October 1,312.5; November 1,083.5. Director: Attended 2 SARTA Board meetings; Participated in Executive Trivial Pursuit fundraiser for Commission to Advance Literacy; Drove van in Holiday Parade.
