MAYOR’S MONTHLY REPORT
AUGUST 2006

TRAFFIC CONTROL: The MPD issued a total of 366 traffic citations, this being 90 more than same time last year. The MPD made 16 arrests for DUI, this being 1 more than same time last year. Radar citations totaled 151, this being 38 more than same time last year. The MPD handled a total of 98 traffic accidents, this being 2 more than same time last year. There were 62 property damage accidents, 17 injury accident and 19 private property accidents. There was 1 motorcycle accident and no fatalities. Of the above accidents, there were 15 hit-skip accidents and there were 8 accidents that occurred as a direct result of alcohol and/or drugs. There was 1 bicycle accident and no pedestrian accidents. The MPD investigated 13 accidents involving juveniles resulting in 4 reported injuries. There were 97 motor vehicles towed by the MPD, this being 2 more than same time last year. Of the above tows, 34 vehicles were towed from traffic accidents, 8 for traffic offenses of some type, 28 as a direct result of an arrest and 24 for parking violations. There were 2 vehicles towed as stolen/recovered and there was 1 miscellaneous towed vehicle. The traffic officer mailed 4 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 4 title searches to the state of Ohio, Bureau of Motor Vehicles. The traffic officer was able to junk or title 22 motor vehicles. The traffic officer issued or acted upon 35 notices (48/72 hour and/or 10/20 day notices). Further, the traffic officer sent numerous 2255s and driver’s licenses to the state. The officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 22 parking citations. As of the last day of the month there were 59 motor vehicles sitting upon the Police Impound Lots. Of the 59 vehicles, several are waiting for court order to dispose of them. ENGINEERING : ANNEXATION: Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006. Hearing date of August 16, 2006 was canceled by County Commissioners. Owner intends to re-file under a different name. Cottrill Annexation: Filed June 27, 2006. Hearing date set for September 7, 2006. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The current estimate for this project is $3.5 million. Awaiting for final close out of existing project. Met with the County and the consultant to go over the review of the Stage 1 submittal. At this point, if the project comes in under the estimate, no monies will be spent by the County and City. This project is expected to be bid in October 2007 and begin construction in early spring 2008. Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. City and County resurfacing to be done in September 2006. US 30 Bridge Project: Working with ODOT and Massillon Park Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approved maintenance of traffic plan. Ruhlin selected as contractor. Scheduled to start work on September 5, 2006. 2006 Bridge Inspections: Will be completed in fall of 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: Under construction. Met with CTI in January 2006. Awaiting contractor to finish several items and punch list items. City is investigating odor control solutions. Investigating fixing more piping. West Warmington Sanitary Sewer: Central Allied Enterprises is contractor. 100% completed. Still awaiting sewer as-builts. Replaced aluminum grating that was stolen. Lightfoot to fabricated steel cage enclosure. Energy Savings Project WWT Plant: Contacted OEPA for feasibility. Reviewing options. Lincoln Way West Pump Station: H&W Contractors contractor. Began week of June 1, 2004. Project is 100% completed. Communications startup done. Working out communication bugs. South Massillon Sanitary Sewer Extension: Under design with Hettler/Largent. Started design, signed contracts. Design 98% completed. Wetmore Trunk Extension Phase 2: To be built by private developer as part of Gray Ridge Estates. Plans approved. EPA approved February 24, 2006. Railroad approved April 5, 2006. Wenger Excavating selected as contractor. STREETS: Amherst Road N.E.: Received $116,000.00 of Municipal Road Fund money to resurface and construct ADA-complaint curb ramps. Approximate project limits are from Cherry Road N.E. to Korman Avenue N.E. To be bid September 26, 2006. 2006 Street Resurfacing: Superior Paving awarded contract. Contractor began work the week of July 17, 2006 on ADA ramps. Began milling August 23, 2006. 2006 Target Neighborhood Street Resurfacing: Bid opening May 31, 2006. Superior Paving apparent low bidder. To be awarded September 6, 2006. Lincoln Way West Rehab: Wenger Excavating awarded project. Project began May 16, 2005. Project to be done in phases. Roadway completed from 8th to 17th Street. Few punch list items to complete in Phase I-one drive approach and 100’ sidewalk. Began Phase II in March 2006. Water line added by Aqua Ohio. Phase II has started and is 85% completed. Lincoln Center Phase III-Part B: Request for Qualifications were received by January 30, 2006. Reviewing and reevaluating scope. Technical interviews scheduled for May 3, 2006 with 3 firms. Tetra Tech, Inc. was selected to provide engineering and construction management services. Legislation was sent to Council to allow the Safety Service Director to enter into a contract with said firm. Awaiting amount of funding awarded from Congressman Regula’s office. Various Parking Lot Repairs: Reviewing the following parking lots-Tremont/Erie, Conrad parking lots. Municipal Government Building Parking Lot: Designing and reviewing parking lot layout. 95% completed change to full depth. Expect to be at end of September 2006. 151 Lincoln Way East Improvements: Preparing and designing roadway, walk and building improvements. 90% completed. Jail Upgrades: Still awaiting proposals. Working with Captain Herrick. SR241/Tremont Light: ODOT approved grant. 27th/Lincoln Way East: ODOT approved grant. Fire Station No. 1: Foundation settlement problems reviewed with Chief. Met with PCSG. Bid April 3, 2006. No bids received. Reviewing options. Plans have been submitted to Plans Examiner for approval and then job will be re-bid September 26, 2006. Ohio Utility Protection/Safety Committee: Next meeting is 8:30 a.m. August 22nd at Ohio Edison Co. in Massillon. Municipal Government Building Roofs: Annex building roof contract awarded to Hal Jones, Inc. Work began week of May 22, 2006. Completed and waiting final inspection. SWMP: Submitted revisions Storm Water Management Plan (SWMP) per DEFA request. Awaiting comments. Fixed Asset Report: Updating the Auditor’s data base concerning City-owned and maintained infrastructure. Compiling data to forward to Auditor. Cherry Street Bridge Rehab: Fix void in Ohio Erie Canal under Cherry Road to be completed by Wenger Excavating. Storm Water Mapping: 55% completed. Sanitary Sewer Mapping: 65% completed.

COMMUNITY DEVELOPMENT: 1. The City’s Tax Incentive Review Committee (TIRC) met to review the existing enterprise zone projects to determine whether or not the companies are in compliance with the terms and conditions of their agreements, in particular, with their investment and employment commitments. The TIRC is comprised with representatives of the City, the County and the various school boards. The Committee’s recommendations have been forwarded to City Council for final review and approval. As a follow-up to this meeting, the C.D. Director met with officials from the Stark County Auditor’s to go over the details of several of the City’s tax abatement projects. In addition, a separate meeting was held with the Massillon School Treasurer to review the City’s Tax Increment Financing (TIF) Projects. 2. The City received an enterprise zone application form E-B Display Co., which is proposing to construct a new 50,000 SF warehouse and assembly building on Bostic Boulevard S.W., next to the company’s two existing buildings. The company is applying for a 75% ten year enterprise zone tax exemption on real and personal property improvements at the project site. 3. The City Site Plan Review Committee met to review plans for several proposed developments including Goodwill Industries, St. Luke’s Housing and a new Citgo Gas Station at Lake and 1st Street N.E. 4. The C.D. Department is working on the Annual Report for the City’s FY2005 Community Development Block
Grant St. Luke’s Housing (CDBG) Program Year which ended June 30th. The report is due to be filed with the U.S. Department of Housing and Urban Development (HUD) by September 30th. 5. The C.D. Director, along with representatives of several local foundations and ABCD, toured several of the recently completed homes that were part of the Massillon Homes tax credit housing project. 6. The C.D. Director attended meetings of the Stark County Interagency Council on Homelessness (SCICH) Planning Subcommittee and the Massillon Public Library Board of Trustees.

HOUSING: The Department received approximately 75 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Service, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. I participated in several Western Stark County Medical Clinic, Inc. meetings. At the Executive Committee meeting, we discussed implementation of the strategic plan and goals for the organization. During the Board of Director’s meeting, the Director reported on activities and highlights. The other committees also reported. I chaired the Nominating Committee meeting. In order to make the Board more rounded, there are plans to nominate someone from the clergy and the business field. The House and Properties Committee continues to look for a site for relocation of the Clinic. I participated in two Community Services of Stark County, Inc. meetings. During the Board of Directors meeting, the CEO reported on fund raising, grants and other activities. I reported on the Long Range Planning and Human Resource Committee. Other committees also reported. At the Human Resource Committee meeting which I chaired, employee policies and procedures were reviewed. At the AHEAD Foundation Board meeting, we discussed the general operations of the organization. We also reviewed financial reports, grants and the upcoming golf-outing fund raiser. Over $7,800.00 was raised for the organization during the event. This is an excellent organization that provides opportunities and support for children and families in our City. I participated in a meeting of the Stark County Family Economic Success Coalition. We reviewed the budget and program updates. The program assists low-moderate income families by offering free-tax preparation and financial information services. Our office informs Massillon residents of the program and its benefits. This year, 33 Massillon families participated in the program. Next year the number should increase substantially since we are able to inform residents prior to the tax season. I met with the HUD Credit Counselors from Catholic Charities and ABCD to discuss credit counseling services for our clients who participate in the Home Buyer’s Assistance and full Housing Rehabilitation Program. Catholic Charities will no longer provide the service. Therefore, we will be working with ABCD. Catholic Charities has done a wonderful job providing this service to our clientele. I am pleased that they have agreed to help ABCD during the transition period. One Emergency Housing Rehabilitation application was accepted. Eight contracts were signed, four projects were completed and two are progressing. Three applications were accepted and approved to participate in the Home Buyer’s Assistance Program and three Housing Quality Standard Inspections were requested. One full Housing Rehabilitation project was completed, inspections were requested for another and three letters of interest to participate in the program were mailed out.

SAFETY: In regards to our traffic lights: our department replaced numerous lights that were burned out and worked on traffic controllers or flashers throughout the entire City. We worked on wiring jobs in the Recreation Center, Senior Center and City Hall. Worked on wiring problems at the City Garage. Working on wiring for concerts and picnic in the park. Ran power for tornado siren at the State Hospital grounds.

SEWER/WASTE COLLECTIONS: Our new customers numbered 29 and we had 29 customers whose service was discontinued. We picked up extra items for customers at 171 locations at an additional cost of $2,031.00. We had 7 dumpsters placed on a temporary basis. Expenses for the first 8 months of 2006 for Waste Department are much higher than had been anticipated. Fuel cost, are of course, much higher. Payroll and also services line items have been short. We may need to re-evaluate our costs to operate and look at ways to reduce our expenditures. Another rate increase may become necessary as early as the beginning of 2007. INCOME TAX: Income Tax collections were down about 18.78% from same time last year. Year to date, tax revenue is down .51% from last year. We are continuing to follow up on those individuals and businesses who have not filed a tax return for 2005. Our collection agency has had some success in their collection of taxes due on delinquent accounts sent to them recently.

HEALTH NURSE: Clinics: Well Child Clinics: Infant & Preschool Age Patients 8; School Age Patients; Referred to Specialist or Private Physician. Immunization Clinics: Attended 53; Immunization Administered 118. Hypertension Screening: Attended 38; Referred for Follow-Up 1. TB Testing Clinics: Administered 24; Positive Reactors Referred for X-Ray. WIC Clinics: Initial Certifications 24; Recertifications 108; Individual Midcert 20; Nutrition Education 76; Caseload 802. Community Nursing: Field Visits 131; Auxiliary Visits 414. School Visits: Parochial 2; Public 0. Services Rendered: Pediculosis checks were performed at St. Barbara’s School. Continuing Education: Two nurses attended the annual Epidemiology Conference in Columbus for 2 days. Miscellaneous: Participated in the Downtown Kidfest; Conducted an investigation and collected specimens as part of follow-up of a Salmonella outbreak; Continue daily Direct observed Therapy (DOT) for a TB patient and family; Collaborating with the other health departments in Stark County to plan a mass flu clinic, which will be held at the Stark County Fair Grounds and will be fore the entire population of Stark County. This will also serve as a test of our mass clinic plan for the event of a pandemic situation; Assisted with the health departments’ display at the Stark County Fair re:pendemic flu; Continue to attend local committee meetings, i.e. Epidemiology committee; One nurse attended an all day training in Cleveland concerning the pandemic flu; All nurses attended the drug training required by the City.

EEO: The EEO received 4 calls from Massillon citizens seeking information concerning job related issues outside of the City of Massillon workforce. They were advised that this office existed solely for the benefit of the employees of the City of Massillon workforce. I participated in the interview process for 12 candidates for the Massillon Police Department. I was in attendance of the regular and special meeting of the Civil Service Commission. I am presently involved in the process to test and select candidates for Chief and Captain of the Massillon Fire Department.
