POLICE: Arrests: Total Adult Arrests 82; Total Juvenile Arrests 11; Summons/Citations Issued 20. TRAFFIC CONTROL: The MPD issued a total of 135 traffic citations, this being 148 less than same time last year. The MPD made 13 arrests for DUI, this being 8 less than same time last year. Radar citations totaled 7, this being 122 less than same time last year. The MPD handled a total of 80 traffic accidents, this being 6 more accidents than same time last year. There were 42 property damage accidents, 17 injury accidents, no fatal accidents and 21 accidents that occurred on private property. Of the above accidents, there were 15 hit-skip accidents and there were 3 accidents that occurred as a direct result of alcohol and/or drugs. There was 1 pedestrian accident. There were no bicycle and 2 motorcycle accidents. The MPD investigated 14 accidents involving juveniles resulting in 4 reported injuries. There were 64 motor vehicles towed by the MPD, this being 18 less than same time last year. Of the above tows, 28 vehicles were towed from traffic accidents, 6 for traffic offenses of some type, 14 as a direct result of an arrest and 16 for parking violations. There were no recovered stolen or misc. tows. The traffic officer mailed 4 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 5 title searches to the State of Ohio, Bureau of Motor Vehicles. The traffic officer issued or acted upon 15 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s license to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer issued 13 parking citations. As of the last day of the month, there were 24 motor vehicles sitting on the Police Impound Lots. Of the 24 vehicles several are waiting for court order to dispose of them. ENGINEERING: ANNEXATION: Prophecy Massillon Annexation: Filed at County on September 6, 2007. Hearing date November 29, 2007. Approved by Stark County Commissioners. Revised to account for Navarre’s annexation of the County Farm. Accepted by Council on March 3, 2008. The plat will be recorded in April 2008. Poets Glen Area Annexation: The petition was filed with Stark County on February 5, 2008. The hearing will take place in City Council Chambers on April 9, 2008 at 7:00 p.m. Manson Area Annexation: The petition was filed with Stark county on February 5, 2008. The hearing will take place at the Tuscarawas Township Administrative Offices on April 16, 2008 at 7:00 p.m. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The required federal earmark for this project was denied. A new request was filed through Congressman Regula’s Office. ODOT has informed us that they are providing the 20% match for both the Municipal Bridge and SCATS funding. The current estimate for this project is $3.3 million. A permit with the Army Corps of Engineers has been secured as was permits from Norfolk Southern & RK Korman Railroads. Plans have been submitted to ODOT for approval. Anticipated bid opening is in April 2008. AT&T began their relocation work. Bids will be opened May 1, 2008 at the Stark County Commissioners office. Erie Street Bridge: A pre-bid meeting took place on August 30, 2007. Project was bid out fall of 2007. The current estimate is $1.8 million. Keffler Construction of Canfield, OH was awarded the contract. Work has begun and is to be completed by October 2008. The bridge will be re-decked, widened to 3 lanes and a sidewalk will be added. Finefrock Road Bridge: Scheduled for re-decking in 2009. City and County resurfacing completed on October 21, 2006. US Bridge Project: Ruhlin selected as contractor. Began work on September 5, 2006. SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: City is investigating odor control solution. Tertiary filters have been put on line. The Law Director has entered into contract on behalf of the City with the law firm of Bricker & Eckler LLP to deal with the change orders submitted by Kokosing and also remaining items to complete the contract. A draft of the odor control study has been completed. Final payment has been made to Kokosing. A mediation date has been set for May 7, 2008 in Columbus. South Massillon Sanitary Sewer Extension: Easements obtained from property owners and plat has been recorded. Project was bid with the bid opening on November 7, 2007. Beheler Excavating Inc. was awarded the contract. Construction began January 7, 2008. 100% completed. Restoration was completed in the spring. The project is being closed out. Sanitary Rate Study: URS Corp. has been retained to complete a sanitary sewer rate study for residential/commercial and industrial users. The report has been submitted and has been issued to City Council. Met with various industries in January 2008. The recommended rates are currently before City Council. Council rejected the proposed increases at the March 27, 2008 meeting. 27th Street/Bison Avenue Sanitary Sewer: 90% design completed. This project would be completed to assist the proposed Poets Glen Annexation. Nova Tech Pump Station: This project will replace the existing pump station. The design is 50% completed. STREETS: Wales Rd./SR 241 Rehabilitation: The funding request from SCATS for engineering was denied and we will be re-evaluating the scope of the project. The new project scope will be to improve the intersections of Lake/Wales and Hankins/Wales. Also included are the intersections of Erie/Tremont and Jackson(27th)/Lincoln Way East. URS has been selected as the consultant. Currently awaiting ODOT to issue a Notice to Proceed. Starting to survey. 2007 Street Resurfacing: Bid opening September 14, 2007. Superior Paving low bidder. Began the week of October 28, 2007. Paving completed as of November 28, 2007. Punch list to be completed. 2007 Target Area Street Resurfacing: Bid opening September 14, 2007. MISCELLANEOUS: 402 Intersection Safety Study: Received ODOT funding for Tremont/Erie, Lincoln Way East/27th Street Intersections. It is anticipated these projects will commence in 2009. 151 Lincoln Way East Improvements: Project will re-bid in 2008. SR241/Tremont Intersection Improvements: ODOT approved grant. To be constructed in 2009. 27th/Lincoln Way East Intersection Improvements: ODOT approved grant. To be constructed 2009. Ohio Utility Protection/Safety Committee: Next meeting date has not been set. Storm Water Report: Preparing to submit 2007 Annual Report. A brochure has been completed regarding erosion control for homebuilders and is being distributed through the Building Department and meets a requirement by OEPA for the public education section of our Storm Water Management Plan. The 2007 annual report has been submitted to OEPA. Storm Water Mapping: 96% completed. SE drawings completed/SD drawings. Sanitary Sewer Mapping: 96% completed. SE drawings completed/SD drawings. Permits and GIS are being added to the database and are 18% completed. Editing files to include pipe length and slope/material. SRTS Funding: Submitted a letter of interest to ODOT for Massillon City Schools for funding to develop a safe route to school plan for the district. Submitted an application requesting funds to develop a SRTS plan. Funding has been approved to develop the plan per the application. Will be working with ODOT’s selected consultant on plan development. GIS: Completed transferring items to ESRI. Setting hyperlinks. Modifying display and addressing and permits, maps. Continuing to update. Keuper Storm Sewer: Relocation design is complete. Submitted to OPWC in September for funding. Project estimate is $335,000.00. Project was approved by District 19 as a loan. The feasibility of this project will be evaluated. Augusta Lakes Drainage: Survey completed. Holderbaum Sewer & Drain will be installing a catch basin and 400 feet of 18” pipe to alleviate flooding problems in January 2008/installation completed. Restore in the spring. Web Site: Currently developing an Engineering Department Web Site.
COMMUNITY DEVELOPMENT: 1. The CD Department is in the process of finalizing the application for the City’s FY2008 Community Development Block Grant (CDBG) Program. A public hearing on the CDBG Budget was held before City Council on April 21st. Final approval and submission of the City’s block grant application to the U.S. Department of Housing and Urban Development must be completed by May 15th. The City’s FY2008 Program Year begins July 1st. CDBG funding is reduced from prior years, due to Congressional funding 2. The CD Department continued to participate in meetings regarding the Shearer’s Foods Project. Shearer’s is in the process of filing an application for tax abatement under the Enterprise Program for this development. The CD Department also continued to participate in meetings with the Visconsi Company regarding the proposed sale and redevelopment of Genshaft Park. The developers have requested that the City rezone the project site from light industrial to general business. This rezoning will be submitted to the Planning Commission in May. 3. The CD Department is in the process of completing a petition to the Ohio Department of Development to amend the boundaries of the City’s enterprise zone to include the recently annexed Prophecy Massillon area. City Council approval will be needed to submit this petition to the state. 4. The CD Department completed the first phase of the Local Updated of Census Addresses (LUCA) study to assist the Bureau of the Census for the upcoming 2010 Census. 5. The CD Director represented the City at a recent Habitat for Humanity ceremonial groundbreaking in Massillon.
HOUSING; The Department received approximately 65 calls and visits regarding Fair Housing Laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. Several people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. I attended the national Fair Housing Policy conference in Atlanta, Georgia. The conference was conducted by the U.S. Department of HUD, Office of Fair Housing and Equal Opportunity, commemorating the 40th Anniversary of the signing of the Fair Housing Act. Many fair housing issues were discussed. The conference was an opportunity to receive training and information on Fair Housing with detailed emphasis on all protected classes. The information about accessibility standards was especially interesting and helpful. The woman who filed the first Fair Housing Complaint was present and told her story also, which was very interesting. I participated in the Family Economic Success (FES) meeting. Program updates, financial activity and 2007 tax season were discussed. Many low income families have taken advantage of this service through their free income tax preparation. Their office was very busy this past tax season. Massillon’s participation increased substantially. Our office received very positive comments from residents we referred. I participated in the Homeowner/Buyer Education and Foreclosure Prevention Forum sponsored by the Stark County Save our Homes (SOH) Coalition Area agencies, non-profit organizations, professional associates and many others came together with the goal to provide assistance to homeowners who are or could be experiencing foreclosure in the future. Our office provided information on the City’s Homebuyer and Housing Rehabilitation Programs. The SOH group is progressing well. Billboards have been posted throughout Stark County (including Massillon) informing people to call United Way’s 2-1-1 information and referral line. The courts have initiated a medication program and ABCD is providing counseling. Overall, we have a comprehensive plan to assist those who are dealing with the issue, if they seek help. I participated in the Stark County Housing Task Force meeting. Discussed at the meeting were reports regarding the Homeless Collaborative, Interagency Council and HUD/SMHA. The City of Massillon’s Housing Department and Stark County Fair Housing sponsored/presented a program in commemoration of the 40th anniversary of signing the Fair Housing Act. The presentation was very informative and allowed everyone present to participate by playing Fair Housing jeopardy challenge game. I participated in the regular Board meeting of the Western Stark Medial Clinic (WSMC). As Chairperson, I gave an update on the Nominating and House and Properties Committees. The various other committees also reported. Additionally, I participated in Executive and Financial Committee meetings. The Clinic is going through an organization period, but still doing good work in the community. I attended the CDBG public hearing regarding approval of the allocations for the 2008 fiscal year. Several agencies were in attendance and provided in put regarding the allocations of funds. Everyone was very complimentary to the City for providing funding to their organizations. The Housing Department and Fair Housing Board held a Tenant/Landlord-Fair Housing Seminar to celebrate the 40th Anniversary of the Fair Housing Act. The guest speaker was Attorney Ivan L. Redinger, Jr., whose practice is primarily devoted to tenant/landlord law. He was well received by the many tenants, landlords and various organizations in attendance and answered many questions from the audience. His presentation also included fair housing information. Fair Housing Board members, Martha Maclachlan and Monica Graves, Kitty Yingling and I, attended the 2008 Fair Housing Awards Luncheon sponsored by the Stark County Association of Realtors. Awards were presented to an individual leader, realtor and an organization for their efforts and support of Fair Housing. I attended the state of Ohio’s Fair Housing program in Columbus. Ohio’s Fair Housing history was reviewed, with information provided regarding current fair housing issues in the state. Also discussed at the meeting was the future of fair housing in Ohio and addition of the newly protected class, Military Status. The Military Status isn’t protected under the Federal Law, but is under state law. Two pre-construction meetings were conducted and two contracts were signed for the Housing Rehabilitation Program after bids were received. One project was solicited for bids and one project was completed. Four applications were accepted for the Emergency Housing Rehabilitation Program, three projects were bid, two contracts were signed and one project was completed. Four Home Buyer Assistance applications were approved. The rehabilitation portion for one project was completed and another is progressing. Three applications were accepted for the Emergency Housing Rehabilitation Program. Two projects were completed, four are progressing and one was solicited for bids.

Dropped off 12 barricades, 12 barrels and 4 signs downtown for miscellaneous walk.
SEWER/WASTE COLLECTIONS: Our new customers numbered 38 and we had 34 customers whose service was discontinued. We picked up extra items for customers at 233 locations at an additional cost of $1,864.50. We had four (4) dumpsters placed on a temporary basis. The City’s FREE spring clean-up is scheduled for Saturday, 5/17/2008. I will include details about the cost to the Waste Department on next month’s report. We received bids for and have ordered a new waste packer. There was a considerable increase in price from precious years. Once this truck is rotated into our fleet, I am hoping that repair costs will decrease. INCOME TAX: Income Tax collections were up 1.03% from same time last year. For the year our total tax collections were up 3.44%. These figures are preliminary numbers and I do not yet have a breakdown for Individual, Net Profit and Withholding tax paid. We are still posting payments to taxpayer accounts for this month. It should be noted that tax revenue for the first week of May appears to be down from same time last year.

Miscellaneous: The following committee meetings were each attended by one nurse: Newborn Home Visit Update; Help Me Grow update on electronic reporting system; the BCMH nursing rep made an on site visit.
GOLF COURSE: Golf Revenue: Golf revenue for the month was $85,134.07 increasing our year-to-date total revenue to $99,602.69. The month revenues were up 5.48% and the yearly figures are down 12.04%. Golf Course: The driving range opened the middle of the month. The entire golf course has been fertilized and the roughs have had an application of herbicide. All bunkers have been edged. The golf course is in excellent condition for this time of year. Jim is a member of the PGA and has served the area for over twenty-five (25) years at a number of courses including Arrowhead Country Club, Skyland Pines Golf Course, Tannenhauf Golf Course and Bob-O-Link Golf Course. Registration is now open for The Legends Junior Golf School for boys and girls ages 6-15. The school will be held on Monday mornings from 8:00-9:30 beginning in June for a series of five (5) weeks.
SENIOR CENTER: Activities: Tax filing assistance finished and 455 persons were served. We also handed out approximately 600 Economic Stimulus Rebate forms; Chorus began their programs for the nursing homes; Saturday night euchre party resumed after winter hiatus; Van trip to Barberton and Cherry Valley resort in Newark; Held banquet for the bowling team. They will bowl only on Wednesdays now until mid-August; Nurses from Kent State held a Healthy Heart seminar for the seniors; National Volunteer Week April 27-May 2nd; SARTA held public hearing here for rate increase. Volunteers: Hours for March 880.5; Hours for April 820. Director: Attended two (2) SARTA Board meetings, Civic Trust Board, Affinity Advisory Committee and a Literacy Commission meeting. Hosted a luncheon meeting of Stark County Senior Center Directors.
EEO: The EEO Director participated on the interview panel for the WWT Plant. The department was hiring a Plant Operator-No License to fill an open position. The successful candidate was Brian Spencer. Mr. Spencer is currently receiving his medical examinations. Mr. Timothy Matthews passed all his medical requirements and was hired on 4/28/2008 to the position of Laborer I in the Street Department. On 5/5/2008 the Massillon Parks & Recreation Department concluded their search for a Marketing Special Events Supervisor. The successful candidate was Jessica Quirk and she began her employment on May 5, 2008. This office would like to extend our congratulations to Brian, Timothy and Jessica. We wish you the best of luck in your new positions and careers. The EEO Director is currently involved in the mitigation of an Ohio Civil Rights Commission case that was filed in April 7, 2008. The EEO office received four (4) requests for information from citizens that have called or emailed to this office. The information requests were of an employee nature and inquiry. Referrals were made to the Ohio Bureau of Employment Services, Stark County Board of Mental Retardation and Developmental Disabilities and the Stark Metropolitan Housing Authority. The Human Resources Director for the City of Lima requested and received EEO information regarding our Police and Fire Departments.
FIRE: The department responded to a total of 318 alarms, this averages to 10.6 alarms per day. There were 49 fire alarms, 16 public service calls and 253 rescue and EMS calls. The total estimated fire loss for the month was $13,600.00. There were no deaths this month due to fires; however, there was one civilian injury. 4/2/2008: I attended the Stark County Fire Chief’s Executive Board meeting to discuss communications issues. 4/3/2008: I attended the monthly LOGIC Board meeting. Capt. Layne retired from the department after 28 years of distinguished service. 4/6/2008: The department responded to a fire starting outside a residence that injured a young girl. On investigating the circumstances surrounding the incident, it was noted that the area hospital did not notify us of the injury and, subsequently, we were delayed in responding to an ongoing incident. The hospital were notified of their responsibility to inform our departments whenever a burn injury is seen by them. 4/9/2008: I attended a LOGIC Board meeting to discuss upcoming service contracts. I also attended and gave testimony at an annexation meeting for Poet’s Glen annexation at the request of the Mayor. 4/10/2008: I attended a joint meeting between the County Police and Fire Chiefs to discuss the issues of communications and centralized dispatching. 4/11/2008: Capt. Thieret and I met with members of the detective bureau to discuss methods of procedure for notifying detectives during a fire investigation. 4/17/2008: I attended the Stark County Fire chief’s Quarterly meeting. At the meeting, I was appointed to represent the County Fire Chiefs to the SCOG Governance Board for the establishment of a County-wide dispatch service. 4/18/2008: I attended a LOGIC grievance hearing. 4/22/2008: I attended a meeting with Perry Township officials about electronic accountability on the fire ground. I also assisted some students in completing a school project by interviewing with them at WHS. Much of this month was spent trying to arrange all of the details of the fitness program. SOP changes, shift meetings and planning took a lot of time. Several Chief Officers went to the FDIC conferences held annually in Indianapolis. They bought back much worthwhile information that we’ll use for planning purposes in the near future. Capt. Rhodes and L. Greenwood were commended for their care during the EMS call at WHS.
