MAYOR’S MONTHLY REPORT

TRAFFIC CONTROL: The MPD issued a total of 178 traffic citations, this being 11 more than same time last year. The MPD made 9 arrests for DUI, this being 6 less than same time last year. Radar citations totaled 49, this being 20 more than same time last year. The MPD handled a total of 97 traffic accident, this being 3 more than same time last year. There were 55 property damage accidents, 17 injury accidents, 25 accidents that occurred on private property and no fatal accidents. Of the above accidents there were 4 accidents that occurred as a direct result of alcohol and/or drugs. There was 1 pedestrian, 0 bicycle and 0 motorcycle accidents. The MPD investigated 9 accidents involving juveniles that resulted in 2 injuries. There were 78 motor vehicles towed by the MPD, this being 21 more than same time last year. Of the above tows, 44 vehicles were towed from traffic accidents, 3 for traffic offenses of some type, 12 as a direct result of an arrest, 18 for parking violations and 1 stolen/recovered. The traffic officer issued 14 parking citations. The traffic officer mailed 6 certified letters in regards to junk and/or abandoned motor vehicles. The traffic officer mailed 20 title searches to the State of Ohio,Bureau of Motor Vehicles. The traffic officer was able to junk or title 20 motor vehicles. The traffic officer issued or acted upon 19 notices (48/72 hour and/or 10/20 day notices). The traffic officer sent numerous 2255s and driver’s licenses to the state. The traffic officer logged and filed several license plates and kept track of the motor vehicles awaiting court order for immobilization, confiscation or return to the owners. The traffic officer inspected 93 garbage trucks. As of the last day of the month, there were 25 motor vehicles sitting upon the Police Impound Lots. Of the 25 vehicles, several are waiting for court order to dispose of them. METERMAID: Total number of tickets issued 202; By parking enforcement 178; By police officers 8; Towed vehicles with tickets 16. Outstanding tickets 361. ENGINEERING: ANNEXATION: Hunters Pointe Annexation: Hearing February 8, 2006. Denied by County Commissioners. Re-filed May 26, 2006. Hearing date set for August 16, 2006. Hearing date August 16, 2006 was canceled by County Commissioners. Owner intends to re-file under a different name. Cottrill Annexation: Filed June 27, 2006. Approved by Commissioners on September 7, 2006. BRIDGES: Tremont Avenue Bridge: Detour began February 21, 2005. The current estimate for this project is $3.5 million. Awaiting for final close out of existing project. Received the Stage 2 submittal. Once review is completed a meeting will be set with the consultant to review comments in early February. At this point, if the project comes in under the estimate, no monies will be spent by the County and the City. A meeting took place with the County, consultant and AT&T to review the Stage 2 plans. It is intended to bid this project in August 2007 and to have a contractor begin work by November 2007. Erie Street Bridge: Met with ODOT and SCATS to review the consultant report. Waiting to see if ODOT planning will be able to perform work as a design build in October 2007. Detour discussed, scope-3 lanes, 5’ walkway. Finefrock Road Bridge: Maintenance of surface meetings. Scheduled re-decking for 2008. Reviewing ODOT’s consultant reports. ODOT is accepting public comments on project. City and County resurfacing done in October 21, 2006. US 30 Bridge Project: Working with ODOT and Massillon Park Department for detour preparation. Met with ODOT for easements needed for work. Submitted donation papers. Awaiting asbestos study. Approved maintenance of traffic plan. Ruhlin selected as contractor, scheduled to start work on Sept. 5, 2006.SANITARY SEWERS: 2000 WWT Plant Upgrade & Expansion: Awaiting contractor to finish several items and punch lists items. City is investigating odor control solutions. Investigating fixing more piping. Tertiary/UV still not on line. Sent correspondence for items to meet specifications. Will send letter for denial of claim response. 60 days to get Tertiary/UV on line before bond is revoked. West Warmington Sanitary Sewer: Central Allied Enterprises is contractor. 100% completed. Municipal Government Building Roofs: Annex building roof contract awarded to Hal Jones, Inc. Work began week of May 22, 2006. Completed and waiting final inspections. COMMUNITY DEVELOPMENT: 1. The City continued planning for the upcoming FY2007 Community Development Block Grant (CDBG) Program Year, which will begin July 1. The City received funding proposals from local organizations. These will be reviewed along with the City’s own CDBG funded programs and a proposed budget will be submitted for Council review in March. At this point, Congress has not yet passed a HUD Budget for FY2007, so the City does not know its upcoming entitlement amount. The City is using last year’s entitlement amount, approximately $749,000.00 as the starting point for its FY2007 budgetary process. As part of the City’s application process, a public hearing on the proposed budget will be held sometime in April. The final FY2007 CDBG Application must be submitted to HUD by May 15th. 2. The CD Department began the process of preparing its Enterprise Zone Annual Performance Report. Report forms have been distributed to all companies who have currently active enterprise zone agreements with the City. These report forms ask for current information on jobs created and retained, total investment to date and taxes paid and abated. Once all reports have been received, they will be reviewed by the City’s Tax Incentive Review Committee. This Committee will then recommend to City Council whether or not each company’s abatement should be continued, modified or terminated. The report must be filed with the Ohio Department of Development by March 31st. The Tax Incentive Review Committee must submit its recommendations to City Council by September 1. City Council has 60 days to act on the Committee’s recommendations. 3. The CD Director attended the Quarterly meeting of the Ohio Conference of Community Development (OCCD). The CD Director serves on the OCCD Executive Committee as the current Past President of the organization.
HOUSING: The Department received approximately 75 calls and visits regarding Fair Housing laws and tenant/landlord issues. It was necessary to provide information to numerous tenants and landlords regarding their rights. A number of people were referred to Community Legal Aid Services, Inc. for legal advice or other agencies for homeless prevention or financial assistance. This office continues to monitor questionable advertisements listed in the classified section of the local newspaper regarding possible discrimination. I participated in a Walnut Hills Residents Association meeting. Recent events and plans for the year were discussed. There was a lot of discussion about criminal activity in the neighborhood. Also discussed was garbage and abandoned cars. Residents were referred to appropriate departments. A police officer was present and participated in the meeting. The Christmas basket distribution was also discussed. I provided information to the organization about Family Economic Success’ Program that assists eligible applicants with their income tax and receiving earned income credit. I participated in a Community Building Partnership (CBP) of Stark County Operating Committee meeting for the final grant recommendations. We also reviewed program updates and upcoming events. CBP is an excellent source of support to local community development organizations in Stark County who provide housing to low and moderate income residents. I participate in the Stark County Housing Task Force meeting. Discussed at the meeting were reports regarding the Homeless Collaborative, Interagency council on Homelessness and HUD/Stark Metropolitan Housing Authority. There were two interesting guest speakers. Melissa Belser of the Westark Medical Clinic Homeless Van, discussed their efforts to recruit volunteers for the Homeless Collaborative Point in Time Count. Sally Luken, Director of Ohio Programs Corporation for Supportive Housing, discussed how to meet housing needs in Stark County and funding sources and/or collaborations. As Chairman of the Nominating Committee of the Western Stark County Medical Clinic, Inc., and interview was conducted for a position on the Board of Directors. The candidate is a Pharmaceutical professional with excellent qualifications. I was unable to attend the Board meeting. Two new members were added to the Board of Directors. They both bring valuable assets to the Board. I participated in a Community Services of Stark County meeting. All committees reported. We toured the addition which is very impressive. New members have come on the Board. The December fund raiser/concert was a success. The organization assists many individuals and families in Stark County. I participated in a Family Economic Success (FES) meeting. At this session we discussed preparations for the tax season, funding and goals of the coalition. Our office continues to provide information to eligible households. FES provides valuable services through their fees income tax preparation for low-income families, as well as predatory lending information. I participated in an AHEAD Foundation Board meeting. General operations of the organization, financial reports, 2007 budget and proposed changes for the Code of Regulations were discussed. Also discussed was an update for the Care Team Concept and other support services available to families through the organization. A second meeting was conducted in the evening. The social gathering was an opportunity to view a history of the AHEAD organization and its accomplishments over the last twelve years. It was very informative. Four applications were accepted to participate in the Home Buyers Assistance Program, one contract was signed for the rehabilitation portion and two projects were completed. Four applications were accepted for the Emergency Housing Rehabilitation Program, five contracts were signed, five projects were completed and three projects were bid. After conducting a pre-construction meeting, one contract was signed for the full Housing Rehabilitation Program and a write up review meeting was conducted prior to soliciting bid proposals. A write up was requested for one new project and two projects are progressing.

Patched pot holes in streets throughout entire City; Swept streets throughout entire City; Snow and ice removal throughout entire City; Removed all advertising signs from tree lawns and telephone poles throughout entire City; Cleaned off catch basins throughout entire City; Repaired guardrail damaged from an accident at 1621 Hankins Rd. N.E.; Filled pot holes in alleys throughout entire City; At Lincoln Park Parking Lot-cleaned out two truck loads of debris from the drainage ditch at 17th St. N.W.; Filled in old cistern at 521 Geiger Ave. S.W. The following catch basins were repaired: 1/2/07: 118 Commonwealth Ave. N.E.; Valeside and Helena St. N.E. (northeast corner). 1/3/07: 1601 Wales Rd. N.E.; 1706 Keuper Blvd. N.E.
SAFETY: In regards to our traffic lights in the City: Our Department replaced numerous lights that were burned out and worked on traffic controllers or flashers throughout the entire City. We worked on wiring jobs in the Recreation Center, Senior Center and City Hall. We worked on wiring problems at the City Garage.
INCOME TAX: Income Tax collections for the month were down 1.38% from same time last year. Keep in mind, December collections were up 30% from a year ago. Our office is, again, extremely busy with mail and walk-in traffic since tax season is under way.

Miscellaneous: RED Network bimonthly meeting; Help Me Grow Team leaders monthly meeting; Mrs. Mead and Mrs. Miller attended an update for BCMH; Safe Kids annual meeting was attended by Mrs. Kelly and Mrs. Miller; Two nurses held a blood pressure screening clinic at Quarry Ridge. This will be held monthly; Mrs. Mead and Mrs. Miller assisted Stark County Health Dept. complete TB tests on approximately 1600 staff and students as part of a follow-up on contacts of a TB case; A Merck representative presented an in-service on Gardisill to the nurses. This is a new vaccine formulated to prevent cervical cancer caused by the human papilloma virus; Mrs. Kelly acted as liaison for the hospital and health department during a regional Epi Drill on January 25th.
GOLF COURSE: Golf Revenue: Golf revenues were $1,959.00. The first quarter is always a challenging period with the golf course closed. Golf Course: We are excited about the coming season. Our staff was very pleased with the consistent improvement of the golf course in 2006. The past month we formulated a detailed plan for the golf course that we are confident will build upon the work initiated this past season. The golf course is scheduled to open on or about March 15th, weather permitting. Operations: We will once again be attending the Pittsburgh Golf Show March 2-4 sharing a booth with the Canton Holiday Inn. Pittsburgh continues to be our major market outside northeast Ohio. During February and March we will primarily focus on promoting leagues, outings and memberships. We are announcing a split payment schedule for corporate membership fees requiring $2,500.00 upon application with the balance due next January. This should make the corporate membership a much more attractive and feasible option for many.
SENIOR CENTER: Member Activity: *Chorus had Christmas in January for Meals on Wheels shut ins and sent 275 bags containing an orange, apple and gift. Sorted and filed music from last year’s performances. Begins rehearsal for new season. *Took down Christmas decorations and Nancy cooked pork and sauerkraut lunch for volunteers. 18 volunteers. *Volunteers visited Catholic Charities Day Care Center. *Volunteers training to cover new books at the library. *Hand making “Valentines for Vets”. 1084 were sent in January to Brecksville VA Hospital. More in February to other sites. *Men’s breakfast and Jeff Maximovich presented program on the Ohio and Erie Canal. 25 were present. *Outreach Meals on Wheels. 35 were present. *Birthday lunch held with 32 present and 6 January Birthday people. *SARTS had route public hearing at Center. Hours: Volunteer hours for December 937; Volunteer hours for January 1030.5. Director: Attended 2 SARTA Board meetings; Transportation study meeting with SARTA and SCATS at Timken High School; Attended Mayor’s State of the City breakfast.
EEO: On January 17th, I received an employee complaint from the Street Department. The complaint deals with possible Harassment in the Workplace. On January 23rd, I interviewed the Complainant and began an investigation of the complaint. On January 31st, I met with the Superintendent of the Street Department to advise him of a complaint filed by one of his employees concerning Harassment in the
Workplace. At that meeting, we reviewed the letter in regards to “Report of Complaint of a hostile work environment due to Harassment by co-workers and offensive conduct by the Supervisor”. The investigations are still in progress and resolution is pending. I have assisted two non-employee citizens, who brought complaints of an EEO nature that involved private firms. The citizens were informed of the nature and scope of the duties of this office and where advised that they had to seek assistance on those matters from the proper Authority. I attended a Seminar on February 1, 2007 in Columbus, Ohio. The Forum was educational and informative. The Seminar revealed a lot of interesting legislative changes that is about to be enacted in regards to Civil Service, Records Management and the New Smoking Ban Legislation of Ohio. I found that the information should be very beneficial to the issues that pertain to the Office of Equal Employment Opportunity.

FIRE: The department responded to a total of 323 alarms; this averages to 10.4 alarms per day. There were 27 fire alarms, 17 public service calls and 279 rescue and EMS calls. The total estimated fire loss for the month was $45,000.00. There were 2 firefighters and 1 civilian injury due to fires. On the 6th, Chief Layne attended the Red Cross Board meeting at the Canton Women’s Club. On the 7th, Chief Layne and I attended the monthly LOGIC Board meeting. On the 8th, Captain Harbaugh and I were sworn in. Chief Layne was sworn in as Assistant Chief. Additionally, my department provided EMS protection for the annual Rezzy Fest. On the 12th, Assistant Chief Layne and I attended a Stark County Fire Chiefs’ Association executive meeting held at Nimishillen Fire Department. On the 15th, I went to the Salvation Army to assist them with packing food boxes. On the 18th, I went to Plain Township Fire Department to meet with Chief Sabo and Deputy Chief Snyder in reference to fire station design and architecture. The American Red Cross held a blood drive at Station No. 1. On the 19th, I attended a
Meeting in the Mayor’s office regarding a potential new Fire Station No. 3.Additionally, the American Red Cross held a blood drive at Station No. 1.They reached their goal of 20 units of blood. On the 20th, I met with Don McDonald at the LEPC to introduce myself and to see if there was any training money from his department that we could access. Additionally, I held an elective luncheon at Station No. 1 for an informal department meeting. I paid for the expense of this luncheon. On the 27th, I went to the Jackson Township Fire Department and met with Chief Heck regarding training, operation and incident command issues. On the 28th, I spoke at the Massillon Rotary Club.
