MINUTES OF THE SPECIAL MEETING
MASSILLON CITY COUNCIL
HELD, MONDAY, DECEMBER 30, 2013 

COUNCIL PRESIDENT TOWNSEND B This special meeting of Massillon City Council will come to order.  This meeting was called by members of the finance committee to discuss and possibly pass Ordinance No. 166 – 2013. 

1.  ROLL CALL

Roll call for the evening found the following Council Members present:  Milan Chovan, Sarita Cunningham-Hedderly, Nancy Halter. Quenessa Hampton, Ed Lewis, Paul Manson, Donnie Peters, Andrea Scassa and Larry Slagle

Thus giving a roll call vote of 9 present.

COUNCIL PRESIDENT TOWNSEND – Thank you, Madame Clerk.  Madame Clerk, could you please read Ordinance No. 166?

ORDINANCE NO. 166 - 2013                    BY:   FINANCE COMMITTEE

Reducing the appropriations in the ADR Fund, for the year ending December 31, 2013, and declaring an emergency.

 

COUNCIL PRESIDENT TOWNSEND – Councilman Peters?

COUNCILMAN PETERS – First Ordinance No. 166 – 2013 is to make certain the appropriations are hereby reduced in the ADR Fund, for the year ending December 31, 2013 as follows: $772.54 from an account entitled Salary – Mediator, $155.90 from an account entitled PERS – Mediator and $6.01 from an account entitled Medicare.  If there are any questions the auditor’s here we can get her up here to answer them if not I’m going to move forward for a vote.

COUNCIL PRESIDENT TOWNSEND – Are there any questions for Mrs. Bonk?  Your motion, Mr. Peters?

COUNCILMAN PETERS moved for suspension of the rules and passage, seconded by Councilman Manson.

The rules were suspended by a roll call vote of 9 yes.

ORDINANCE NO. 166 – 2013 WAS PASSED BY A ROLL CALL VOTE OF 9 YES.

ORDINANCE NO. 167 - 2013                    BY:   FINANCE COMMITTEE

Reducing the appropriations in the WIC Program Fund, for the year ending December 31, 2013, and declaring an emergency.

 

COUNCIL PRESIDENT TOWNSEND – Councilman Peters?

COUNCILMAN PETERS – Thank you, Mr. President.  Section 1 of this ordinance the appropriations are hereby reduced in the WIC Program Fund, for the year ending December 31, 2013 as follows:  $21.24 from an account entitled Salary – WIC, $2,331.44 from an account entitled Hospital, Eye and Dental, $94.92 from an account entitled PERS – WIC, $85.40 from an account entitled Medicare – WIC, $1.26 from an account entitled Unemployment, $281.28 from an account entitled Supplies and Materials, $1,600.00 from an account entitled Utilities, $113.57 from an account entitled Travel and Seminar, $2,487.00 from an account entitled Services and Contracts.  Any questions?

COUNCILMAN PETERS moved for suspension of the rules and passage, seconded by Councilman Slagle.

The rules were suspended by a roll call vote of 9 yes.

ORDINANCE NO. 167 – 2013 WAS PASSED BY A ROLL CALL VOTE OF 9 YES.

ORDINANCE NO. 168 - 2013                    BY:   FINANCE COMMITTEE

Reducing the appropriations in the State Patrol Transfer Fund, for the year ending December 31, 2013, and declaring an emergency.

 

COUNCIL PRESIDENT TOWNSEND – Councilman Peters?

COUNCILMAN PETERS – Thank you, Mr. President, Section 1 of this ordinance appropriations are hereby reduced in the State Patrol Transfer Fund, for the year ending December 31, 2013 $12,340.88 from an account entitled State Patrol Transfer Law Library, $12,340.85 from an account entitled State Patrol Refund to General.  Any questions? 

COUNCILMAN PETERS moved for suspension of the rules and passage, seconded by Councilman Manson.

The rules were suspended by a roll call vote of 9 yes.

ORDINANCE NO. 168 – 2013 WAS PASSED BY A ROLL CALL VOTE OF 9 YES.

COUNCIL PRESIDENT TOWNSEND – Thank you, Madame Clerk, Ordinance No. 168 has passed and the special meeting that was called by the finance committee is now adjourned.
