Appointed by the mayor, the Civil Service Commission is a three-member board which applies Ohio’s Civil Service Laws and Rules to the administration of civil service positions within the City of Massillon and the Massillon City School District. The Commission is responsible for applying civil service laws and rules to the competitive examination, original appointment, promotion, removal, layoff, suspension, reduction, and reinstatement of any classified position within the various divisions and departments of the City of Massillon and the Massillon City School District.

The Commission is administered by Mr. Joseph G. Alessandro, Sr. He is experienced in Ohio’s civil service laws and rules, hiring and employment practices, public records management, and other aspects of public administration.

 

 

Commission members include Ms. Elaine M. Campbell, Chairperson, Mr.Tony Townsend, Secretary, and Mrs. Margaret Elum, Asst. Secretary. Ms. Campbell is the Development Officer for Foundation, Corporate, and Government Grants at Mercy Medical Center in Canton and former Perry Township Administrator. Mr. Townsend entered public service as a Massillon City Councilman and Council President and served from 2006 to 2016. He is married to Ester, a Massillon Washington High School graduate. They have one son and one daughter. Mrs. Elum is a supervisor for the Stark County Sheriff’s Office Civil Division. She is married to Eddie Elum and they have two adult children.

The Ohio Revised Code stipulates Commission members reside in the City of Massillon and no more than two commissioners may belong to the same political party. The commissioners serve a six-year staggered term to ensure continuity; thus limiting the number of appointments a single mayor can make.

The Civil Service Commission schedules and conducts competitive examinations for various classified positions for the City of Massillon.

Examinations are held for the positions of Police Officer, Firefighter/Paramedic, Laborer, Custodian, Clerk/Secretary, Wastewater Treatment Operator, and certain other classified positions. Applications are not accepted until an examination is announced.

In order to be eligible to be appointed to a position, an individual must take and pass the Civil Service examination for that particular position. After taking and passing the examination, the candidate is placed on an eligibility list according to his/her grade on the examination. When a vacancy occurs, the administration will send a request to the Commission for names for that particular position. At that time the names of the top ten candidates or the top twenty-five percent (25%), whichever is greater, on the certified eligibility list are submitted to the appointing authorities for consideration.
